Goals and Performance Review Guide

Morning all,
I'm looking to create a user guide for our L&D team, in order for them to support both the Goals and Performance review processes, rather than myself as SysAdmin.
Has anyone got any similar guides they have produced / found / copied they might be able to share with me? The basic administration of these modules is relatively easy, but I'm struggling to find out more information on what the L&D team would need to do when the correct process is not followed by employees / managers, and therefore what admin tasks the L&D team would need to use in each module.
