Mandatory comments for specific ratings

There is a requirement to enable mandatory comments for specific performance ratings. 

When rating items in the performance document, if user put highest level rating (for example five stars ) to the particular item then comment field should be mandatory for it. If user put lower rating there is no need of entering comments. 

When configuring performance template we can set comments mandatory or not. But is there a way to address this kind specific requirement ?
