Configure a sort of anytime feedback in R12

Hello,

we want to configure a performance template where you can reproduce, in R12, a sort of "anytime feedback". So, a template where manager and employee can exchange each other qualitative feedback related to the annual goals in a sort of conversation (they did not want to assign goals but to exchange feedback). So, a way where they can track the entire conversation and see feedback. Do you know if there is a work around to implement the anytime feedback in R12 without the standard functionality? Do you know also if there will be a backport of anytime feedback in R12?
