Perf Doc - Section Rating and Comments - Comments should not be available for an individual item

We have enabled a section rating for competencies and section comments hence, the individual competencies will not be required to rate and it works fine. The problem/limitation we are seeing that comments are still appearing on an individual item. 

We already have a comment section and don't need the comments for the individual item. I know we can hide this via pager composer. Is there another way to fix this?
