looking for help for excluding LOA people from Performance

Dear All,
Looking forward to know how you guys are excluding people those who are on LOA from performance ? We are not using Absence management module. thus we don't have option to use absence in eligibility critieria. We created one Fast formula based on assignment status ( Paid, Unpaid) but that also not working.
We have req. where client want to exclude people from end year performance those are on LOA for more than 90 days.
Can someone please hare your guidance how can we resolved this ?
