2nd Level Appraiser required in Performance evaluation process

Hi Team,
We have a client requirement , wherein in their current system they have line manager as the 1st level appraiser and 2nd level appraiser is manager's manager( Reviewer) who can provide rating and comments in the performance document and his ratings will be the final rating as he is the main appraiser.
I know in fusion we can not achieve it since here the Line manager is the main appraiser, and manager's manager can only approve or reject it. I am looking for a workaround,hence can somebody suggest any workaround for this?
