Calculated Rating Shows message No valid rating level, when clicked on calculator

Hi,

After providing ratings for all items in the Competencies section and Goals Section, when the manager clicks on the Calculator icon next to the Calculate Rating label, he gets the message 'No valid rating level'.

Both Section have:

Competencies Section
Rating Type= Proficiency
Item Calculation=Proficiency

Goals Section
Rating Type= Performance
Item Calculation=Performance
