How to see hidden records due effective dated in Skills and Qualifications?

Hi team, 

We need to show to our customer the expertise area fields that are hidden due effective date. We are sure that this is a filter, but we can't show it in skills and qualifications on the profile page. 

Could you please provide us some info about this and how to make the records with a past date visible (like appears in the reports of the Business Intelligence)?
