How do we configure LE and/or collasping to auto assign new benefits

We have certain benefits that are defaulted based on certain employment category. For example, we have two different Basic Life Insurances Options based on either Exempt or Non-Exempt status.  When an employee changes from Exempt to non-exempt, we would like the system to give them the Change LE, and automatically end the old Life and give them the next Basic Life Insurance.  Currently, we can get the old to end, but not the new one to be given automatically.  We can't determine where to make the configuration changes.  Any help?
