Requisition Import Error

More than one element has been found. Path: Requisition.JobInformation,JobInformation.PrimaryLocation;Content
We are importing requisitions in Draft status, and for Primary Location we are sending values corresponding to Location Abbreviation at Level 2. However when we import it returns an error that duplicate values are found for value we are sending. Upon analysis, we found there are two values for location abbreviation we are sending as input but they are at different levels.
We would like to set it up in the Import file to search our values in the level 2 only. Please advise.
For example, abbreviation value "CN" has two Location Elements one at level 2 (China) and other one at level 3 (Canary Islands). We want the import job to look the value at level 2 only (China).
