How to setup Dynamic Approval Groups?

When accessing the BPM application from my cloud environment, I am unable to build an effective Dynamic Approval Group. When I create the Dynamic Approval Group, there are two required free-text fields, Name and Class. I have been unable to find anything in the whitepages or cloud books that describe where on the front end to define the logic.

I simply want to perform role based routing. If I should be approaching this from another direction please let me know, but this seems to be the intent of these dynamic approval groups. Post-fusion information is scarce at best, and when it was still primarily referred to as fusion, Oracle Support states this functionality was only supported for on-prem, which would make this functionality useless for cloud customers, so I imagine I must be missing something.
