Unable to see all data by OTBI with a Implementation HR Specialist User

Hi all, 

We would like to see the field "Workforce Management - Published Schedules Real Time"."Published Schedules"."Published Scheduled Hours"" in the Business Intelligence (OTBI) with a user with HR privilegies. 

If we use an user with people under it (Manager), we can see all data from this field in the BI. Our customer needs to use a generic implementation user without people under it, who can see all HR data. We added all privilegies of HR Specialist and data security role access to "see all people", but we still no seeing the data.

Any ideas/roles/privilegies to get this? Or is impossible?
