Is my understanding of Aligning Goals accurate?

Hi.  Our HR Leaders were reviewing a demo of how to align goals and felt like it was too many steps to complete the process.  The process appears to be that a manager shares a goal with an employee.  The employee then adds/edits the goal to add to their goal plan then they align that goal back to the shared goal.  Is that accurate?  Is there any way to cut down on the number of steps to align a goal?  How are other companies handling alignment of goals in the system?
