Configurable forms - candidate data forms, possible to be fillable?

How to configure candidate forms so they can be filled in electronically?

Hi -

I created a survey which we would like to be sent to candidates.  However, when email is sent a PDF is attached.  Candidate would have to print and scan back the PDF.  Any way to make this form fillable so they can fill and sign electronically and send back?
