Eligibility Profile Creation Capability in Talent Only

We're using a custom role that allows a user to manage the goal process, including setup and administration.

We combined the Goal Management HR Specialist Role with other permissions to meet our needs.  The person is able to do all tasks needed except they can't create an eligibility profile.  They have the Functional security policy called 'Manage Goal Eligibility Profiles" and 'Manage Talent Eligibility Profiles" and can get to the page.  They can even select Create, but a dialog displays with no message displays.  

Pretty sure we're missing something related to Data security.  Also, they can see ALL eligibility profiles, not just Talent ones.  We do not want them to be able to manage any Benefit or Compensation profiles.
