How can we change the default of a performance period?

Summary

Our performance period is defaulting to Mid-Year evaluations and causing confusion when employees are working on their annual reviews

A patch was put through over the weekend and I believe caused this issue as it was previously defaulting to the current performance period.  Is there a way to change the default since it somehow changed to default to the Mid-Year period?
