Can an annual performance document pull in an organization goal plan/goals?

Can an annual performance document pull in an organization goal plan/goals?  We opened our annual performance process today and no employee that had an organization goal plan/goal has goals in the performance template.  These were created prior to me arriving so I had no idea that might be an issue. 

Is there another setup option we could do to solve this issue?
