Can HRBP/HR Spec can change the rating for any employee ?

Hi All,

Can HRBP or HR spec can change the rating ? We are getting request from hr team they want to change rating on manager behalf 

We know that transfer performance document is one option but for that person should be the manager then only employee will appear under my team. 

Do we have any other option ?
