Goal Setting requirement


Can you please let us know , if the following requirement is feasible in goal management or not? 

1.once the employee submits the goal sheet, it goes to the manager for further editing or reviewing the template. If the manager edits the goal template, it goes back to employee for reviewing and accepting thus allowing an iterative cycle between employee and manager. 
2.Once the manager approves the goal template, the goal setting exercise is complete and PMS administrator is notified so that the goals for an individual employee are frozen and cannot be changed.
