We have had the Quarterly 18C applied this weekend to our Staging environment. 

When creating a new Performance Document the Competencies are not automatically being assigned, also the case where I cancel and delete an existing document and re-create it. 
I cannot find what setup has been changed which is causing this. Checked the eligibility profile setup, Performance Template setup, Competency setup and data Model setup. 

Does anyone know why this may suddenly be happening and how to resolve why predefined Competencies are no longer automatically being created when the Performance Document is created? 

Steps to reproduce: 
1. Run the Eligibility Batch process so the new worker is eligible
