Worker Goal comments are not displayed on Goal page when clicking on goal name in PD

Summary

Comments entered by a Worker for individual goals on the performance document are not visible on the Goal page that open when a user click on the Goal Name hyperlink.

Content

Worker comments are shown on the Goal section when I click on the green bubble or Show More.  However, when the field is blank on the Goal page that open when I click on the Goal name hyperlink.  We have not applied any personalizations to this field...

Has anyone else noticed this behavior?
