Goal Added Triggers No Notifications

Presently if an approval is turned off and an employee adds a goal (Performance/Development) then no notification is fired to manager to let them know that goal has been added by the employee. Just wanted to see if anyone has found a workaround or either utilized Alert Composer functionality to configure these notifications. Thanks you!
