REPORT_ERROR_EXCEEDS_MAX_JOIN_SIZE despite report running quickly

Hi,

Definition as per the attached. When I run the report in the console, it runs quickly and brings back about 300 rows. 

Prior to the recent 18D upgrade, calling it from the customer portal was fine. However, I am now receiving the error:

REPORT_ERROR_EXCEEDS_MAX_JOIN_SIZE

Any reason why this is suddenly appearing? As you can see, the report definition is fairly simple and we are using report definitions that are much more complex with many more joins without issue.
