Unable to Disable Worker evaluation option in Overall Summary Section.

Unable to Disable Worker evaluation option in Overall Summary Section. We have overall summary section in our performance template and we want to disable worker from evaluating in overall summary section. Now in the structure tab, we have something called processing by role. But in the template worker share ratings gets defaulted to Yes. I want to make it as No but it is not allowing me to do. Can you please help in disabling worker ability to rate in the overall summary section.
