Can a HR Specialist edit Anytime Feedback?

If a worker provides anytime feedback and shares using Everyone the worker receiving the feedback can hide it.

It seems that for all other visibility options only the worker that provides the anytime feedback to another worker can edit or remove the feedback.

Is it possible for someone with the HR Specialist security role to view, edit and hide any feedback given to another worker?
