Share and Release- Can't comment

Cannot comment in pop-up box for the S&R action.

We were upgraded to 19A over the weekend and this morning when performing the "Share and Release" task, managers can't get the cursor to activate in the pop-up dialog box to enter comments before releasing. This function worked prior to the release and worked in our Test environment on the release. Is this a recent bug or defect?
