Anyone else have a requirement to assign goals based on job?

We have a requirement to auto-assign goals to our hourly/shop employees based on their job title. We also want these goals to display to the user in their preferred language (according to their language preferences set in HCM Cloud). We've looked at the process to assign goals but it doesn't seem to support translations. We're talking about several hundred goals here so didn't want to clutter up the library plus our users really don't want either the shop population or their managers having to spend the time finding the proper goals and adding them to their own goal plan.
