2 types of performance goals and 2 different rating scales

Looking for ideas on how to provide a way to include 2 types of goals and ratings

Hi, 

We have a scenario where there are:

a) Overall Goals - using Rating Scale 1 (defined by Job) 

b) Performance Goals - using Rating Scale 2 

c) Competencies - using Rating Scale 3 

Any ideas how can I accomplish a) b) and c)  within a Performance document ?   ( I know I can do 1 Performance Goals section and 1 Competencies and I have that working.
