Can Performance Reviews include 'other' competencies added by Employee to Profile?

Summary

If an employee adds other competencnes to the skills section of their profile, can these be pulled into the Performance review?

Hi everyone.  I'm working with a client that would like to allow employees to add competencies to their performance review.   Currently, employees can add competencies to their Talent Profile in Skills, and they can add comments.

Can these 'other' competencies then be included in their performance document? 

Has anyone had a similar request and if so, I'd love to hear if/how you resolved it.   Thank you in advance.
