Calcuate Overall Performance Rating from Goals and Competencies Section Rating without Item Ratings

We have a requirement to have the managers manually provide section ratings for Overall Competencies and Overall Goals within the performance template, but also desires to have the system generate a calculated Overall Performance ratings based on the two manual section ratings. With the current performance template design, we do not have managers provide item ratings for individual competencies and goals within their respective sections, and desire to keep it this way. Does anyone have experience with configuring the performance template such that the system can calculate an Overall Performance rating off of manual section ratings for Goals and Competencies? Any
