I have been working on a summary report, but I cannot get the max value from the count column

  Final count max 
Sumitted 0 (max-count)/2 202 202
Applied 96.5 (max-count)/2 9 202
Closed 73.5 (max-count)/2 55 202

Can anyone suggest a way of achieving this?
