Warning Message for Save & Close

According to our internal practices when manager doing the manager evaluations the " Submit" button is not available for him. After completing manager evaluations within the organization then start the normalization process, Performance Calibration process and then once its submitted again submit button is available. 

We have enabled warning messages in the template but they are populating in manager submission.  But the requirement is to populating warning message or an error message when save/ save & submit the manager evaluation. 

Is there any workaround for this?
