Avoid manager from creating a PD

Is there a way to avoid the Manager from creating a specific Performance Document but still be part of the Performance Document Process as a Manager?

Background is that we want to put in hands of the employee the ability to initiate and document a Performance conversation. We want to remove the ability from the manager to initiate the process, but give the manager the ability to also "sign-off" the conversation.

Appreciate any help.
