Peer-to-Peer Feedback - Does an intuitive solution exist?

Summary

We are looking for a way to enable the ability to offer or request feedback at anytime and have not found a good solution. Looking for examples that others are using.

We have been working with our systems integration partner to design a solution for requesting / offering feedback at anytime throughout the year.  We want employees to be able to request / offer feedback from / to any employee in the company.  The solution offered was the use of an Anytime Performance Document.  However, the process is very awkward.  Is anyone using Oracle Cloud HCM to do this?  How is it configured?
