Manage review periods

We have two review periods  attached into one performance template.

A- 2018 April 01 to  2019 March 31

B- 2017 April 01 to 2039 March 31

 

We have created a employee record with the hire date of 25th of Sep 2017. Both of these review period attached performance documents should be attached to the employee when he/she completes 5 months. System assigned only the performance document attached to the second review period (Review Period . 

 

Why it's not attaching 1st review period ( review period A) ? How is the second one got priority ?
