Unable to see regular performance documents in 19B Mobile responsive UI pages

The Performance Document box does not appear on both the employee and manager view until the document has been created by an HR specialist

I am unable to create a performance document using the 19B mobile UI, since they do not appear. For both the manager and the employee, only the check-ins and anytime document boxes appear. However, I know the employee is eligible for the document, because when I use the classic UI, the documents appear. Only once I create a document as an HR specialist does the Performance Document box appear. Is this the intended functionality in 19B? That only an HR specialist can create the document?
