Can a Non Worker review Goals and Performance Evaluation like a Manager?

We have requirement that Board of Directors need to review Goals and Performance for the President. Board of Directors will be hired as Non Worker and President will be hired as Employee.

Is it possible for a Non Worker to Review Goals and Performance of an Employee? Do we need to add any extra roles? If anyone have come across such scenario please let me know.
