Unable to request feedback in 19B Responsive UI

Summary

I am no longer able to request feedback from another user in the system, even though that functionality was available in prior releases.

In Me > Career and Performance > Feedback, I no longer appear to be able to request feedback outside of a performance document. I have upgraded to 19B, but in 19A I was able to send out requests for feedback that weren't tied to a particular performance document. Furthermore, even feedback requests form a performance document will not appear on a person's Feedback Requests box. Is this the intended functionality, or should I be able to request feedback at anytime from anyone? If this is the case, I will consider opening an SR, since both my Employee and Line Manager
