Hiring Managers and recruiters should have the ability to clone/duplicate either an existing or previously filled/canceled requisitions. Currently, they are able to clone/duplicate only current open requisitions.
Since we have managers submitting new requisitions, we always want them to use a requisition template and do not want them to create from a blank template.
