How to restrict add development goals for contingent workers on MSS

Leader shouldnot have access to add development goals to contingent workers from MSS

Leader have access to add development goals to his direct reports (employees and Contingent worker). But, I need to restrict leader access such a way that leader should have ability to add development goals to employees not for contingent worker.
