Performance vs Goal Management eligibility profile

Hi All,

I observe that when creating an eligibility profile for goal management, the application allows us to choose "Assignment to use" from the lov. However, for performance management, this option always defaults to Specific assignment.

My client has atleast 8 active assignments for every employee. They need the ability to choose "Assignment to use" for performance mgmt eligibility as well. 

Is this how the system always worked or is this a change? Please advise.
