Update Date for Anytime Feedback

Where can you change the time zone for the update date for anytime feedback?

The update date field for anytime feedback is set to UTC, but I would like to change that to Eastern Time.  I changed the time zone to Eastern Time in Set User Preferences and confirmed the correct time zone shows on person spotlight/public info.  However, when adding feedback, the date is based on a utc time zone.  Not sure if/where I can make that update.  I did look at the expression associated with that field and it is:

#{item.bindings.LastUpdateDate.inputValue}
