Internal employees applying for Requisitions without ESS

How to configure an external Career Site so that internal employees can apply for Requisitions without using ESSContent
Hi,
We are not looking at using ESS initially but still would like Internal Employees to have the ability to apply for Requisitions. Ideally they should have their own External Career Site to do this as we have some positions not open to External Candidates and therefore cannot post them to the main one.
We are aware there are disadvantages to this approach but we can mostly manage those (eg, redirecting to ESS if the employee uses the same email address associated to their person record).
