Goal Long Description Field

How to enable long description specific to Goal PlanContent
Hi,
We are planning to use Long Description field in performance goals page by enabling them using personalization. This field has format option which is not in Description field.
Currently we are using goal description field for 2018 & 2019 performance goals.
1. We want to enable the long description for 2020 goal plan onward.
E.g if employee navigates to 2018 or 2019, they should not see long description field.
I tried with multiple personalization option, but no luck. Also, i have to enable the field in all the pages each time. e,g Goal Add, Goal Edit pages.
