How to restrict employee to view only in performance document

hi 

we have a requirement where we need to restrict the employee's action to just acknowledge review. However its giving me error when i try to create template with no role for employee.My process flow is Goal setting by employee --> Manager approve goals --> Manager Rating --> share document --> Acknowledge review. Any help would be appreciated.
