Restrict time entry on Leave days(with UOM working days or Calendar Days)

Summary

While filling timesheet , we have to restrict time entries on leave days.

As leaves with calendays/working days are not getting transferred to time card , we have to restrict users to fill time card on those days. I tried using time entry rule but payroll access to hr/absence accrual formula/payroll formula types are not getting called from it.

Any pointer on how to achieve it ?
