Goal Approval status

I need to clarify following point on goal approving. Suppose one employee submitting goals for his manager approval. And manager is not approving or rejecting his goals. After sometime that employee's manager is changing again. Still goal approval status showing as pending for employee. New manager does not get any approval notification. I have searched for pending or stuck notifications in transaction console but I could not able to find anything. Let me how to get those notifications for new manager?
