Could we edit the top portion in Employee Referral page

Our need is to use the Employee referral link to both Internal employees and external people. To reflect this, could we edit the top portion to "Submit Referral" or remove this part completely, so I can have the content my HR wants?

Candidates in the Taleo Business Edition system are uniquely identified by email address. 

Please complete as much of this form as possible. Be sure to include your full name and email address in the Referred by field.
