NUX: Is it possible to hide an overall summary comment box through configuration, not customization?

Hi,

My client does not want a comment box for either the worker or manager in the overall summary section. I have tried to configure it this way, but even though the comment check box is unchecked in the template section, it still appears. I have also noticed that in the performance template, there is nowhere to uncheck the comment box for an overall summary section. Is this normal functionality, or am I experiencing a bug? I have attached a screenshot of the template section to help.
