Once Internal Candidate Apply for Job notification should go to recrruiter

Hi All,
I had a requirement If Internal Candidate (Employee) apply for Job, Notification should go to recruiter or Hiring Manager.
First I have created Notification in Content Library. Where I have Selected the Template Category "Automated Job Application Notification" and Visibility "Internal" and I have checked Hiring and Recruiter both
I have created CSP where I added the condition If Job Application is internal then State and Phase will be New and IJP
Only for Internal Candidate notification should go to a recruiter, not for an external candidate.
Phase New and IJP Action I have added notification "Automated Job Application Notification"
